Marriage in Antalya for Foreign Nationals

Antalya has a large community of foreign residents, and marriages involving foreign nationals are carried out before the municipal marriage registries. The legal framework is the same throughout Türkiye. In practice, however, the process depends on the nationality of the spouses, the documents they hold and the registry that receives the application. This page gives a general overview and explains at which points a legal review is most useful.

The legal framework in brief

A Turkish citizen and a foreign national, or two foreign nationals, may marry before the competent Turkish marriage registrar. Where at least one spouse is a foreign national, the marriage is conducted by the municipal marriage registry or the population directorate. The rules on procedure and form that apply to Turkish citizens also apply to foreign nationals (Marriage Regulation, art. 12).

The process at a glance

1. Preliminary review. The spouses’ nationalities, civil status and existing documents are assessed to determine what the registry is likely to require.

2. Certificate of capacity to marry and civil status documents. The certificate is normally obtained from the competent authorities of the spouse’s home country (Marriage Regulation, art. 12 and 20). Depending on the case, documents such as a birth certificate or proof of the end of a previous marriage may also be needed.

3. Authentication and translation. Foreign documents generally need to be properly authenticated and translated. The exact form depends on the issuing country and on the registry.

4. Health report and any additional tests. A health report is part of the marriage file. Some registries also ask for additional tests.

5. Application and appointment. The file is submitted to the marriage registry, and a date for the ceremony is arranged.

6. Ceremony and registration. After the marriage, a family booklet is issued and, on request, a multilingual marriage certificate (Marriage Regulation, art. 34). The marriage is then recorded in the civil registry.

Why documents should be checked in advance

The rules for foreign documents are not the same for every country. Some states issue a certificate of capacity to marry through their consulates, others through local or central authorities, and a few do not issue such a document at all. Each may require a different form of authentication or translation. A document that is valid in one country’s practice may not be accepted in another’s. Establishing before the application that each document is in the right form and will be accepted by the registry helps avoid repeated applications and lost time.

Local requirements may go beyond the general rules

Marriage registries publish their own application guides, and these can include requirements that other cities do not have. As an example, the application guide of the Antalya Metropolitan Municipality Marriage Registry lists, for foreign nationals, a certificate of capacity to marry that also states the person’s marital status, a birth certificate and a copy of the passport. It also refers to a blood test (thalassemia screening) as part of the health documentation and to a residence condition for the application. Such requirements can differ between registries and can change over time, so the current guide of the registry that will receive the application should always be checked.

Appointments and timing

The time needed to obtain an appointment varies by registry, by season and by how complete the file is at the time of application. Documents obtained abroad can also take time to issue and authenticate, and some are accepted only for a limited period after their date of issue. For this reason it is sensible to plan the sequence of steps and start the document work well before the intended date.
